Policy Recommendations for STEAM
Recommendations for enhancing STEAM education at local, national, and EU levels
(2) Develop STEAM Learning Materials and Teacher Resources
EU Level
Horizon Europe funding should be directed towards projects that develop open-access, innovative STEAM teaching materials and digital tools to support teachers in delivering interdisciplinary education and assessing learning outcomes. These materials should prioritise pedagogical relevance, ensuring they are meaningful rather than solely engaging or performative. Additionally, efforts should be made to gather already existing and make accessible (in different languages) under-utilised resources from previous projects, including EU-funded initiatives, to maximise their impact.
Local Level
Local governments and educational institutions should provide teachers with access to STEAM-specific learning materials in all relevant languages and professional development opportunities. This includes creating resource libraries featuring case studies, lesson plans, and best practices that demonstrate the benefits of an integrated STEAM approach.

Creating open-access STEAM resources is crucial, but ensuring their adaptability is just as important. Educators need time and training to modify materials for different formats, student needs, and curricula.
Learning objects—modular, reusable resources—can help, but teachers must develop the skills to adapt, remix, and implement them effectively. Instead of just producing new materials, EU and local initiatives should also focus on upskilling educators to maximize the use of existing resources.
A repository of adaptable STEAM learning objects, combined with training on their customization, would help prevent underutilization and ensure resources have real classroom impact.
I completely agree with your comment, particularly on the importance of adaptability and educator upskilling in maximizing the potential of open-access STEAM resources. This aligns closely with Recommendation 3, which emphasizes not only the creation of reusable learning objects but also the need for targeted professional development. Equipping educators with the skills to adapt, remix, and implement these resources effectively is critical to ensuring they have a tangible impact in diverse classroom contexts.
Many teachers lack interdisciplinary cooperation experience and professional support. Without sufficient learning materials and teacher resources, STEAM courses will not be able to run smoothly. Therefore, sufficient materials and training support can improve the quality of teaching and reduce the threshold of teaching.
I completely agree! Supporting teachers is very important for successful STEAM education. Without proper training, teamwork, and useful teaching materials, it can be hard for teachers to run STEAM classes smoothly.
By providing enough learning materials and training, we can help teachers feel more confident and make teaching easier. When teachers have the right support, they can create exciting and effective lessons that help students learn better.
Helping teachers means improving the whole education system. When they get the support they need, STEAM courses can grow and inspire students to become future problem-solvers and innovators!
