Policy Gaps and Needs

The policy gap analysis aims to examine to what extent existing educational policies promote and support effective STEAM education. The analysis compares a corpus of identified existing policies against desired policy characteristics in three dimensions: STEAM curriculum, STEAM context, and STEAM agenda.

Overall, there is no comprehensive policy making promoting and supporting a holistic approach to STEAM. At best, STEAM support is partial/fragmented

Policy Recommendations

After identifying policy gaps and needs in STEAM education across Europe, 8 actionable policy recommendations have been developed for enhancing STEAM education at local, national and EU levels, with a specific focus on Horizon Europe.

7. To what extent do you agree that the following policy recommendations provide added value to policymaking at EU level? (1: disagree, 5: fully agree)

The European Commission should issue specific guidelines to Member States on the development of a holistic STEAM curriculum
EU funding (Horizon Europe, Erasmus, etc.) should be directed towards projects that develop, translate and disseminate open-access, innovative STEAM teaching materials and digital tools
The European Commission could offer Erasmus+ funding specifically for teacher exchanges and training programs focused on STEAM methodologies
The European Commission should encourage and fund the development of collaborative networks of schools across Europe, such as Open Schooling initiatives, to promote knowledge exchange, dissemination and assessment of successful STEAM practices
The European Commission should frame STEAM education as a critical tool for addressing societal challenges in its policy initiatives
Horizon Europe should continue to fund projects that build partnerships between educational institutions and industries, particularly in sectors that require both technical and creative skills

National governments should align their education policies and national curricula with EU frameworks to ensure that STEAM education plays a role in solving societal challenges
Local education authorities should facilitate industry partnerships that provide students with opportunities to engage in project-based learning
National governments should ensure that inclusion in education acknowledges the intersecting challenges faced by students who belong to multiple underrepresented groups
Local schools should be encouraged to implement targeted interventions to support learners, such as mentorship programs, continuous career design support, and scholarships for underrepresented groups
